Wearable for children with disabilities

I'm working on a wearable product targeting children with disabilities (particularly down syndrome although not exclusive to it). The products will allow the targeted audience to have greater interaction with their environment whilst also giving them a digital profile. I'm looking for;

People embedded level programming knowledge, with particular experience in the full bluetooth smart (Bluetooth 4.0) stack.

App developers either native ios, android or web apps (particularly with ionic/evothings framework).

Anyone with experience in PCB design.

Anyone interested in using nodered.

I'd love to get the prototype to a wearable form factor, so anyone who wants to solder, design, develop please get involved.
